Top Construction Stocks To Buy Right Now

US economic growth accelerated last month, according to the November update of the Chicago Fed National Activity Index. But while the broad trend is looking stronger these days, housing remains wobbly. Existing home sales fell a hefty 6.1% in November the biggest monthly decline in over four years. The slide follows last week's news of November's sluggish growth in housing starts and a decline in newly issue building permits a sign that housing construction may be headed lower in the months ahead. Considering the residential real estate's influence in macro matters, it's reasonable to wonder if the soft data of late pose a threat for an economy that's otherwise expanding at a faster pace.

It's widely recognized that housing's a key factor for the nation's economic activity. According to Ed Leamer's study of the sector's role through the decades, "Housing IS The Business Cycle." Writing in 2007, he advised that "of the components of GDP, residential investment offers by far the best early warning sign of an oncoming recession. Since World War II we have had eight recessions preceded by substantial problems in housing and consumer durables."

If the forecasters are on target (and they usually are), then construction and engineering names like Jacobs Engineering Group Inc. (NYSE:JEC) and Chicago Bridge & Iron Company N.V. (NYSE:CBI) should have a very solid 2015. Construction in the United States, and heavy construction in particular, is projected to grow in the coming year, setting up something of a boost for tickers like CBI and JEC. Chicago Bridge & Iron Company and Chicago Bridge & Iron Company N.V. aren't the only ways to play the trend, however. In fact, the blatant obviousness of them as beneficiaries likely saps some of their upside for newcomers. Investors looking for the bigger opportunities built into the positive construction outlook may want to consider the names that also - but quietly - benefit from rising construction activity... off-the-radar names like CES Synergies Inc. (OTCBB:CESX).

Since Friday, three major acquisitions have been announced. AECOM Technology(ACM) said it would buy URS(URS) for $4 billion; Mylan(MYL) agreed to pay $5.3 billion forAbbott Laboratories(ABT) non-U.S. generic drug business; and Whiting Petroleum (WLL) said it would take over Kodiak Oil & Gas (KOG). And amazingly, none of them appear to be overpriced.

Fidelty’s John Mirshekaritook a look at URS(URS) today at the Value Investing Congress. His takeaway: The stock could double in two years.

    Agence France-Presse/Getty Images

His analysis started with URS’s use of its free cash. During the past, it hasn’t been pretty. They spent 6.3 billion on eight acquisitions, they’ve bought companies at valuations higher than own stock and return-on-equity has dropped from high teens to just 6%.

The problem hasn’t been its business: Its return on tangible capital is 17%. Instead, the problem is that its management hasn’t maximized value through capital allocation. URS has lowest valuation: 9x 2013 cash earnings in its industry.

Part of the problem: Management incentives are based on net income. This year, however, relative total shareholder return was added., something Mirshekari calls”a step in the right direction.” In May, URS filed an amended proxy which says it will look to change incentives from net income to return on equity and earnings per share. More importantly, it said acquisitions would end.

If all goes right, URS could double in two years,Mirshekari says, comparing it to AECOM Technology (ACM).

Looks a lot like AECOMM, which did something similar and rallied.

While we believe inclement winter weather in certain parts of the U.S. dampened customer orders during the quarter and somewhat impacted our operations, the year-over-year increase in net sales reflects continued favorable trends in order rates as well as the continued adoption of LED lighting solutions, which again more than doubled over the prior year. Sales of LED-based luminaires now represent 30 percent of ournet sales. We believe our second quarter results reflect our ability to provide customers truly differentiated value from our industry-leading portfolio of innovative lighting and control solutions along with superior service.”
