Yet investors are scratching their heads. These buybacks are often seen in tandem with share prices hitting fresh multi-year lows. Gone are the days when companies would resort to buybacks only when their stock was deeply out of favor, far from its 52-week high.
Why are these companies "buying at highs"? In almost every instance, they appear to have little other use for their cash. They could go out and complete acquisitions that boost the top and bottom lines. Or they could seek to offer up very high dividends. Instead, they simply are managing their business with an eye toward maximizing cash flow, and using buybacks as a primary way to reward investors.
Here's a look at companies that have recently initiated or extended share buyback programs that could shrink the numbers of shares outstanding by more than 10%.

Small cap Natural Grocers by Vitamin Cottage (NYSE: NGVC) and mid cap Sprouts Farmers Market Inc (NASDAQ: SFM) are taking aim at natural and organic foods supermarket giant Whole Foods Market (NASDAQ: WFM), but do either of these stocks have what it takes to take on the the king of organic retailing? Whole Foods Market was founded in Austin way back in 1978 by atwenty-five year old college dropout and a twenty-one year oldat a time when there were only a handful of natural or organicsupermarkets in the country. Today, Whole Foods Markethas 364 stores in the United States, Canada and the United Kingdomwhich are sometimes referred to as hole Walletr hole Paycheckgiven how much it costs to shop there.

Large cap natural and organic foods supermarket giant Whole Foods Market, Inc (NASDAQ: WFM), otherwise known as hole Walletr hole Paycheck,is not the only player in the natural or organics supermarket space for consumers and investors alike as mid cap Sprouts Farmers Market Inc (NASDAQ: SFM) and small caps Fairway Group Holdings Corp (NASDAQ: FWM) and Natural Grocers by Vitamin Cottage Inc (NYSE: NGVC) are also players in the space. It should be mentioned that Whole Foods Market is down 15.7% since the start of the year and has a downward trending technical chart, butshares arestill up 13% over the past year, up 426.3% over the past five years and up 3,108.6% since January 1992.

But the industry has gone through some major merger and acquisition activity recently. Sherwin-Williams announced last November that it will acquire Mexico's Consorcio Comex for $2.34 billion, giving the company greater geographical and product diversity. That'll be an important source of growth for Sherwin-Williams, as rival PPG Industries (NYSE: PPG ) recently closed on its $1.05 billion acquisition of Akzo Nobel and its architectural coatings business. Moreover, with DuPont (NYSE: DD ) having sold off its performance-coatings business, which focuses largely on automotive paint, to private equity firm Carlyle Group, Sherwin-Williams needed to boost its size in order to keep up with its competition.

WY and the majority of the timber, forest and paper products companies have a track record of unimpressive returns on capital, cyclical revenue and profit trends, heavy use of capital expenditures, and significant environmental regulation. We also think that WY's conversion to a REIT was a mistake. Morningstar Investment Research's Timber, Forest and Paper Products analyst Dan Rohr said it best when he rated WY and its Timber REIT peers Rayonier (RYN), Potlatch (PCH) and Plum Creek (PCL) as not possessing any economic moat. That probably explains why we only have an ancillary exposure to this industry for our proprietary portfolio based on our holdings in Brookfield Infrastructure (BIP) and Cintas (CTAS). Brookfield's Timber segment only accounts for 5% of its Fund Flows from operations and Cintas's document management business is suffering from reduced prices on recycled paper. At least Cintas Document Management only accounts for 8% of Cintas's revenue.

Standard Pacific Corp. (SPF): Reduced
Up 19% over 12 months, Standard Pacific Corp., a residential construction company, has a market cap of $2.27 billion. The current share price is around $8.18. Shares trade at a P/E of 5.70. The company does not pay a dividend.

If we look at those stocks trading with single-digit P/E ratios right now, it becomes a very simple task to separate the wheat from the chaff. There are many well-known stocks trading at low P/E ratios that get horrible grades from our system and should be avoided:
Ryland Homes (RYL) is a name you might hear discussed as a bargain, but the stock to a Sell back in November to a and is best avoided. Standard Pacific (SPF) is another builder you should probably avoid as In spite of the low P/E ratio ,you probably want to avoid discount retailer Big Lots (BIG), as a Strong Sell this week. But fear not — there are some great companies with solid fundamentals that earn a Buy ranking from Portfolio Grader and are better candidates for a low-P/E portfolio.
